TRI-COUNTY HORSEMEN
SHOW MANAGER’S DUTIES
It is the duty of each Manager to carry out the rules and regulations and to:
1. Turn the water on and off.
2. Select jump courses, trail course, and obstacles course; post course information on the secretary’s booth and supervise setup of all courses and practice jumps. Practice jumps will be set up at the beginning of the show.
3. Identify all personnel needed to run the show: jump crew, (minimum 3 people and 1 truck), supervisor for warm-up area when there jumping. All shows need gate tenders, announcer, show secretary, ring master, ribbon person.
4. Provide lunch for Judge and Ringmaster at club expense and others, who volunteer for the day.
5. Arrange for grounds clean up, including placing trash can liners in trash cans, supervising manure clean up and removing trash bags at the end of the day.
6. Enforce the rules of Tri-County Horsemen as described in this rulebook.
JUDGES
1. Judges will award six places for each class; Youth classes will be award eight places. Additional placing at the discretion of the judge.
2. No judge shall judge more than one Tri-County show per year for Tri-County points, except in the case of an emergency.
3. Judges shall abide by the American Horse Show Association Rules in conjunction with rules and regulations that are specific for this organization.
GENERAL RULES
1. The age of an individual on prior December 1st shall be maintained throughout the following season.
2. The horse’s rider (equitation classes) and owner (pleasure classes) must be a member of Tri-County prior to entering the class for points to count at the end of the year’s award.
3. Attire such as dress and tack need not be fancy, but should be safe, neat, clean, and appropriate. Chaps are optional.
4. On the recommendation of the Judge, the Show Manager may disqualify anyone who uses unsafe or severe equipment. The Show Manager will have the choice to disqualify or ask for correction (if possible) for such equipment, before the class is judged. Not more than five minutes will be allowed for such changes.
5. Unruly or disorderly conduct will be grounds for dismissal from the show grounds, at the discretion of the Show Manager for anyone on the show grounds.
6. At the discretion of the Judge any horse out of control will be excused from the class. At the discretion of the Judge any horse in pain will be excused from the class.
8. Hackamores are not permitted in any English or Western Classes. In speed events use of a hackamore (Including mechanical hackamores) or other type of bridle is the optional choice of the contestant; however, the judge may prohibit the use of bits or equipment he may consider severe. Plain cavesson nosebands are recommended. Bosal is suitable for Western if the horse is 5 years old or less. A non-shanked snaffle bit may be used on a junior horse or pony and must be ridden two-handed.
9. Non-conventional types of bits and nosebands may be penalized. Boots and bandages are permitted ONLY in Equitation Over Fences, Reining, and Games. Standing martingales are permitted in all jumping classes and walk-trot divisions.
10. Youth (17 or under) are not permitted to show a stallion.
11. Stallions are not to be left unattended at anytime, under any circumstances on the show grounds.
12. Anyone violating the said rules and regulations could result in cancellation of points and/or membership upon vote of the Executive Board.
SHOW REQUIREMENTS
1. Class list will contain the date, time and place of the show.
2. Class list will contain the name of the Judge and Mailing Secretary.
3. Class list will contain the amount of class fee post entry fee, if any and all additional fees.
4. Class program must contain correct age of riders. (See class specification)
5. Each class title should be written exactly as in class specification list.
6. Any errors must be corrected at the show to prevent further confusion.
7. Any new classes offered that are not in the class specification list must have their own rules posted at the secretary’s booth.
8. Full tack and appropriate attire are required in all games, jumping and timed events. Hard hats used for all jumping must have full harness. Show jackets may be removed at the discretion of the judge.
9. All contestants participating in timed events or games will dismount to receive award, for the safety of the person giving the award.
10. All numbers will be worn on contestant’s back or one on each side. Failure to do so could result in disqualification. Assigned number will be used for the entire year.
11. All participants under 18 years of age MUST have the signature of a parent or legal guardian in writing on the entry form. Failure to provide signature will result in disqualification.
SHOW GROUND RULES
Please use trash cans and pick up around your trailer before leaving. Please take responsibility for cleaning up after your horse!
1. All parking will be under the discretion of Club designates, ordinarily in the area between the access road and the campground. 2007 State law requires animals and vehicles be 100 feet from food booth.
2. Horses must not be ridden faster than a walk in the parking area and from the practice ring to the paddock area.
3. No spectators or unauthorized personnel will be allowed in the paddock area.
4. Spectators attend at their own risk. Caution must be observed in horse areas. Parent or guardian must accompany small children if they are in the trailer or horse area.
5. No one is allowed on the ring fences. Only contestants and authorized personnel are allowed in the main or practice rings.
6. All dogs must be on a leash.
7. All horses must be kept south of the access road and off of the racetrack.
8. Campground is off limits to horses because of shallow buried electrical wires.
9. Competitors violating ground rules may be eliminated from showing for the rest of the day at the discretion of the Show Manager.
POINT SYSTEM
Points are awarded to the horse or rider according to their placing and are totaled at the end of the season for Championship trophies. Points will be awarded according to how many entrants are in each class, to a maximum of 10 points for the first place entrant. Only six places will count for points in each class, even if the judge chooses to award more than six places, except for Youth classes which award ribbons and points through eight places.
Points rate 1.5 in championship classes - credited to original class.

YEAR END AWARDS
Championship trophies and Champion and Reserve ribbons will be awarded in all marked classes listed on the show form. Maiden Equitation and Open Sweepstakes Pleasure are classes that does not have year end awards. If, no one qualifies for the Champion or Reserve in a class; no awards will be presented. To be eligible for a year end award the participant must enter the class a minimum of 3 times and the rider/handler/owner must be a current paid member of Tri-County Horsemen. MHA show points will count for year end awards in corresponding events. TCH pointed classes at the MHA will be marked on the program. There is no MHA show in 2007. An eligible winner of a challenge trophy will not have to show three times if no entry wins the regular class year end award. Points can only be accrued after membership dues have been paid in full. Any points earned prior to payment of dues will not be counted. The awards banquet shall be held in October or November depending on the availability of sites for the dinner. Election of officers shall take place at this time.
CLASS SPECIFICATIONS
Novice and Maiden classes with more than 12 entries may be split at the canter or lope. All youth classes may be split at the canter or lope if more than 15 entries. Walk/Trot classes may be split if more than 8 entries. Any class may be split at the judge’s discretion. Split classes are judged as one class. Horses not working will wait their turn in the paddock area. All participants must be allowed to canter/lope at least one way of the ring in classes calling for this gait.
NOVICE: Rider or horse, as appropriate, the have not won a year end award in the respective class, as of Jan. 1st this year.
MAIDEN: Entrants that have never won a blue ribbon in the respective class.
CLASS DESCRIPTIONS.
SHOWMANSHIP AND GROOMING - POSTED PATTERN:
English and Western Combined. English exhibitors to lead horse into ring wearing a suitable bridle. Western exhibitors to lead horse wearing a halter and lead. Class to be judged on finish, grooming of the animal, appearance of exhibitor and their showing of the horse to its best advantage. Open to any age. Each exhibitor will be asked to show their horse individually for standing presentation and at the walk, trot, turning and back while being lead.
MODEL OR HALTER
Entrants to be led into the ring wearing appropriate halter or bridle. Animals to be judged individually, standing and at a walk and trot on the line. Horses are to be judged on type, quality, presence and conformation, according to their breed type. Registration papers are required for Quarter Horses and Appaloosas classes.
MODEL CHAMPIONSHIP:
Model Horse or Pony must enter a model class the same show day to be eligible to enter this class.
HUNTER CLASSES:
All hunter classes are to be judged in accordance with American Horse Show Association guidelines. Horses are to be judged on manner, performance and soundness with suitability to count. Riders may compete on more than one horse as long as they meet the class specifications. Standing martingales are permitted in all jumping classes, but not in under saddle classes. Standard cavesson and suitable English bridle are required. Any type of leg or foot protection is not permitted unless the ring conditions are deemed extreme by show management. Riders and/or horse must stay within their division.
LEADLINE:
Open to Hunt Seat, Saddle Seat, and Stock Seat riders 7 years of age and under. To be shown at a walk and trot/jog or alternate gait on an attached lead demonstrating the rider's control of the horse/pony. Rider may be asked to turn to the left and right. Judged on the rider's performances. Stallions are prohibited. An Adult, 18 years of age or older, shall be required to lead entry. Handlers and riders shall be properly attired. Entry may compete only in lead line classes.
OPEN SWEEPSTAKES PLEASURE:
Open to Western or English Pleasure Horse or Pony. Ribbons optional – Entry Payback 40% 30% 20% 10% of the entry fees.
HUNTER UNDER SADDLE:
To be shown at a walk, trot and canter both ways of the ring and may be asked to back. To be judged on the horse’s manners, performance and way of going. Martingales are not permitted.
WALK/TROT EQUITATION:
Open to English and Western riders. To be shown at a walk and trot/jog both ways of the ring. To be judged on the rider’s form and ability to handle their mount. Rider may not enter any class asking for a canter/lope or jumping on the same show date.
LEAD LINE PLEASURE:
Open to Hunt Seat, Saddle Seat and Stock Seat riders 7 years of age and under. The child may compete in any other saddle class that on the lead at this show. Stallions are prohibited. An adult, 18 years of age or older shall be required to lead the entry using an attached lead. Both handlers and riders shall be properly attired. To be judged at the walk trot, jog or alternate gait. To be judged on the horse or pony as a pleasure class with manners and the suitability of the mount emphasized.
WALK/TROT PLEASURE:
Open to English and Western riders not cantering or loping. To be judged on way of going, manners and performance as a suitable walk/trot mount. To be shown at a walk and trot/jog both ways of the ring. Rider may not enter any class asking for a canter or lope or jumping on the same show date.
OPEN MAIDEN EQUITATION:
Open to English and Western riders never having won a blue ribbon in an equitation class requiring a canter/lope. No year award in this class. To be shown at a walk, trot/jog and canter/lope, both directions of the ring. May be asked to back. To be judged on the rider’s form and ability to handle their mount. No age limit. Class may be split into 2 divisions if there are more than 15 entries.
JUNIOR STOCK SEAT EQUITATION:
Open to riders under 18 years to be shown at walk, jog and lope both ways of the ring. To be judged on rider’s form and handling of horse/pony. Western tack and attire required. May be asked to back. Individual workouts may be required.
QUARTER HORSE WESTERN PLEASURE
Open to Register AQHA horse with papers judged as a pleasure class to AQHA standards

OPEN PONY UNDER SADDLE:
Open to ponies under 14.2 hands. Open to hunt seat, saddle seat, or western. To be shown at a walk, trot/jog and canter/lope both ways of the ring. May be asked to back. Pony should be obedient, alert, responsive, and move freely. To be judged on the pony’s manners, conformation and way of going. Stallion barred.
APPALOOSA WESTERN PLEASURE
Open to registered Appaloosa with papers. Judged as a pleasure class to the ApHC standards.
OPEN WESTERN PLEASURE HORSE OR PONY:
Open to Stock Seat riders. To be judged on the horse’s manner, performance and way of going as shown by the rider. To be shown at walk, extended walk, jog, extended jog and lope both ways of the ring. Must be asked to back. Should be ridden with a reasonable loose rein without loss of contact.
OPEN NOVICE EQUITATION:
See description of “Novice”. English and Western combined. To be shown in appropriate tack for seat riding. To be judged on the rider’s form and ability to handle their horse. To be shown at a walk, trot/jog and canter/lope both ways of the ring. May be asked to back. No age limit.
OPEN DRIVING CLASS
To enter the ring at a normal trot. To be shown at a walk, a normal trot and strong trot, both ways of the ring. To stand quietly and back readly. A header maybe used in the line-up.
JUNIOR ROAD HACK HORSE OR PONY:
Open to English riders under 18 years. To be shown at a walk, trot, extended trot and canter (no hand gallop) both directions of the ring. To be shown with a loose rein without loss of contact. Must stand quietly and back readily. Martingales are not permitted. To be judged on the horse’s performance, substance and manners. Excessive speed to be penalized.
IDEAL OPEN PLEASURE
The class display the balance required of a pleasure horse or pony which also exhibits good conformation. Animal to be stripped and judged on conformation after the under saddle work. Two attendants per animal permitted for stripping and grooming. Wheel barrows, carts or any type of mechanical apparatus is prohibited in the ring.
ROAD HACK:
Open to English riders of any age. To be shown at a walk, trot, extended trot and canter both directions the ring. Hand gallop required with no more than 8 horses to gallop at one time. To be shown with a loose rein without loss of contact. Must stand quietly and back readily. Martingales are not permitted. To be judged on the horse’s performance, substance and manners. Excessive speed to be penalized.
JR. EQUITATION OVER CROSS-RAILS
Rider judged on ability and form over cross-rail fences. Riders are under 18 years of age
HUNTER OVER CROSS-RAILS
Open to all ages of riders to be shown over cross-rail fences not to exceed 18 inches in height. Rider may trot or canter.
ENGLISH EQUITATION:
Open to all English riders for their appropriate age division. Horse to be shown at a walk, trot and canter both ways of the ring. Riders may be asked to work collectively without stirrups. May be asked to back. To be judged on the rider’s form and ability to handle their mount.
OPEN ADULT EQUITATION:
Open to both English and Western riders 18 years old and older. To be shown and judged on rider’s form and ability to handle their mount. Judge may require individual performances.
QUARTER HORSE ENGLISH PLEASURE
Open to a registered AQHA papered horse judge as a pleasure class. Judged to AQHA standards.
APPALOOSA ENGLISH PLEASURE
Open to registered Appaloosa with paper judged as a pleasure class. Judged to ApHC standards.
OPEN ADULT PLEASURE:
Open to riders 18 years and older riding English or Western. To be shown as English/Western Pleasure Class. To be judged on the horse’s performance, manners and way of going.
SADDLE SEAT PLEASURE:
Open to any age Saddle Seat rider. To be shown at a walk, trot and canter both directions of the ring. Must be asked to back. To be judged on the horse’s manners, substance and way of going. Easy ground covering action desired. Should give the impression it is an agreeable mount to ride. Special emphasis is placed on flat footed walk. Transitions from one gait to another should be smooth and effortless. To be penalized for laboring action, pulling, tossing head, going sideways and tail twitching.
OPEN YOUTH ACTIVITY PLEASURE:
Open to riders under 18 years riding either English or Western. To be shown as English/Western Pleasure Class. To be judged on the horse’s performance, manners and way of going.
BRIDLE PATH:
Open to English riders of any age. To be shown on a reasonably loose rein but without loss of contact, at a flat footed walk, easy trot and canter both directions of the ring. Must stand quietly and back readily. Emphasis is placed on actual suitability of mount to purpose.
OPEN ENGLISH PLEASURE HORSE OR PONY:
Open to all types of English tack. To be shown at a walk, trot and canter both ways of the ring. Must be asked to back. To be judged on the horse’s manners, performance and way of going. Martingales are not permitted.
WALK-TROT PLEASURE CHAMPIONSHIP:
You must enter one of the Walk-Trot Pleasure classes same show day to be eligible to enter this class.
EQUITATION POSTED PATTERN CHAMPIONSHIP:
Open to English and Western riders, to be judged on the rider’s form and handling of their horse. Individual performances are required by a posted pattern. You must enter either the youth aged equitation class or the adult equitation class on the same show day to be eligible to enter this class.

WALK-TROT EQUITATION POSTED PATTERN CHAMPIONSHIP:
Open to riders, of any age, to be judged on the rider’s form and handling of their horse. Individual performances are required by a posted pattern. You must enter a Walk-Trot Equitation class the same show day to be eligible to enter this class.
REINING PATTERN CLASS
AQHA Pattern
TRAIL HORSE OR PONY:
Open to English and Western riders. Class to consist of showing individually through a course of obstacles set up either in or outside the ring, course to be made up of tests to simulate possible encounters while trail riding. Test may require: negotiating a gate, carrying objects, riding through water, over logs or simulated brush, crossing a bridge, backing through obstacles, side passing, ground tie and dismounting from either side or other similar obstacles. Walk, trot/jog and canter/lope are required as part of the course. Failure to perform a gait or obstacle will result in loss of points but not disqualification. To be judged on the horse’s manners, performance showing suitability in a quiet trail mount. Walk-Trot class riders are not required to canter or lope.
ON COMMAND
Open to all riders. Must walk, trot/,jog, and canter/lope on the commands of the judge by the count of three. May be asked to back, stop, change hands on reins, ride without aid of stirrups or any other commands that the judge may use at his discretion. Rider is dismissed when not doing the command by the count of three or doing the command improperly.
TIMED EVENTS:
REQUIRED GEAR - Western Saddle, bridle (type optional), long sleeve shirt and hat.
POLE BENDING:
Western exhibitors are required to maneuver their horses individually through six upright poles in the fastest possible time. For each pole that is knocked over there is a five-second penalty added to your time. Begin on the right or left side and proceed to the end and weave back between the poles, repeat weave up and return on the opposite side of starting. Not following pattern and missed poles results in no time. Walk-Trot class can not lope for more than 3 strides, twice per course.
BARREL RACING
Western exhibitors are required to maneuver their horses in a cloverleaf pattern around the barrels in the fastest possible time. Rider may select either the front left or front right barrel to work first. For each barrel that is knocked over there is a five-second penalty added to your time. Not following pattern results in no time. Walk- Trot class can not lope for more than 3 strides, twice per course.

BY LAWS
ARTICLE I: NAME
The name of this organization is: “Tri-County Horsemen”.
ARTICLE II: PURPOSES
1. To promote and develop good fellowship among horse lovers.
2. To encourage, promote and develop the owning, training and breeding of horses.
3. To promote and develop good horsemanship together with the knowledge and interest in the care, training and breeding of horses.
4. To cultivate the social life among its members and foster the welfare and enhance the health and happiness of its members and persons interested by promoting and encouraging the use of and interest in horses.
5. To promote and cultivate among its members and others all equestrian games and sports.
6. And through the activities of this organization to interest and educate the public in the recreational possibilities and benefits of the use and ownership of horses.
7. To promote and cultivate the formation of association and friendly relationship
with similar clubs throughout the state and elsewhere.
8. And for the uses and purposes for which this organization is formed, to lease, purchase, hold, use and enjoy in fee simple, deed in the trust or dispose of same at the pleasure of the organization excepting and providing that this organization is a nonprofit one and none of its operations shall at any time result in any way in pecuniary profit or gain to this organization or any members thereof.
ARTICLE III: MEMBERSHIP
1. In order to maintain active membership in this organization, all members should participate and assist in all of the activities of this organization.
2. Active membership in this organization shall be granted to all persons upon payment of dues.
3. Participation of the activities of this organization shall be restricted to members only, excepting public events.
4. The annual dues for membership shall be $10 for an individual, regardless of age and $25 for a family
membership including all children under 18 years of age.
5. The annual dues shall start from January 1st each year and shall be payable thirty days thereafter and any members who fails to pay dues on or before April 1st shall be suspended from the privileges of membership until such dues are paid and if dues are not paid by the succeeding January 1st, the member shall be automatically suspended.
6. No member shall participate in the annual meeting until all dues for the past year are paid.
ARTICLE IV: MEETINGS
1. This organization shall attempt to meet monthly, the day to be decided by the Executive Board.
2. The annual meeting shall be held at the awards banquet in the fall.
3. The annual election of officers shall take place at the awards banquet each year.
4. Special meetings of the organization may be called by the secretary upon request of five members in good standing.
5. A quorum shall consist of a majority of the Executive Board and 4 members in good standing.
ARTICLE V: BOARD, DIRECTORS
1. The Executive Board shall consist of the Officers and 3 elected Directors.
2. The term of office for the Directors shall be 3 years, 2 years and 1 year.
ARTICLE VI: OFFICERS
1. The elective officers of this organization shall be President, Vice-President, Secretary, Treasurer and Show Secretary.
2. The President shall establish agendas for meetings and conduct meetings according to Robert’s Rules.
3. The Vice-President shall act for the President in his/her duties if absent.
4. The duty of the Secretary shall be to keep a record of all meetings and send newsletters to members. He/She shall deliver all records to his/her successor at the annual meeting.
5. The duties of the Treasurer shall be to keep a record and have charge and custody of all funds and pay out same on any bills or financial affairs. He/She shall deliver all funds and records to his/her successor at the annual meeting.
6. The duty of the Show Secretary shall be to keep show records, receive and post show entries and maintain year-end award point records.
7. All monies of this organization shall be handled by the treasurer and deposited in a bank designated by members of the organization in good standing.
ARTICLE VII: ELECTIONS
1. All Officers and Directors shall be elected at the annual awards banquet.
2. All voting of Officers for this organization shall be by secret ballot.
3. Only active members in good standing whose dues are paid in accordance with these by-laws shall be eligible to vote.
